What Civil Engineering Hiring Managers Actually Screen for in 2026
Civil engineering hiring in the US runs against a sharply two-sided market through 2024 to 2026: BLS reports 368,900 civil engineers in 2024 with 23,600 annual openings projected through 2034 and a $99,590 median wage, while ASCE's 2025 Infrastructure Report Card pegs the US infrastructure investment gap at $3.7 trillion against a backlog that needs roughly 25,000 new civil engineers per year for a decade, per AASHTO 2024 panel testimony. The IIJA already drove an 11 percent civil engineering employment lift in its first two years, and that demand concentrates inside a small set of employers (AECOM, Jacobs, WSP, state DOTs, USACE) whose ATS configurations decide who actually gets seen.
The civil engineering ATS stack is platform-specific. AECOM runs SmartRecruiters at careers.smartrecruiters.com/AECOM2, Jacobs and WSP both run Oracle Taleo (jacobs.taleo.net and wsp.taleo.net), state and local DOTs cluster on NEOGOV Insight (13,000-plus public-sector orgs with eligibility-list management), and federal civil engineers in the GS-0810 series apply through USAJobs where a valid PE license is a hard selective placement factor at GS-12. The recurring parse failures: PE credentials formatted as 'P.E., AZ-53412' get split by Taleo tokenizers that treat periods as sentence boundaries, so the parser registers the name but not the license; two-column 'Software and Standards' tables (Civil 3D, MicroStation, AASHTO, MUTCD) fail in 84 percent of ATS per an 8-system test, with Workday merging same-row cells and Taleo scrambling order; and multi-line project headers like 'I-95 Interchange / FHWA-funded / $24M / 2023' get swallowed into the prior role by Workday and Taleo section detectors, while version numerals like 'Civil 3D 2024' split off from product names.
The chain from adapt resume to pass ATS to land first round runs on one line: PE Civil, [State]-[License #], [Discipline], in the first 1 to 2 header lines. Across PE-mandatory paths (federal GS-12+, state DOT engineer-of-record, all senior consulting positions at AECOM, Jacobs, and WSP), PE status is a binary filter; USAJobs makes it disqualifying at GS-12 if the credential is not parseable. Pair the PE line with the largest project dollar value delivered plus discipline (e.g., '$24M FHWA-funded interchange / Transportation'), and the resume reads as PE-track to NEOGOV at state DOTs, SmartRecruiters at AECOM, and Taleo at Jacobs and WSP in the first six seconds.
What ATS Systems See in a Civil Engineer Resume
Toggle between a typical civil engineer resume and an optimized version. Notice what changes.
Generic descriptions and soft skills make this resume hard to scan and easy to ignore.
✗ 'AutoCAD' is too genericCivil 3D is a separate credential. 'Road Design' matches nothing in firm ATS systems. Regulatory frameworks (AASHTO, FHWA, NEPA) are the keywords that differentiate civil engineers.
✗ 'Oversaw contractor work' is a duty description. How large was the project, how many RFIs, what was the final delivery outcome? Construction management experience is most valuable when quantified.
✗ 'Plans and specifications' is the civil equivalent of 'wrote code.' Specify the project type, dollar value, design phase, standards applied, and review outcome.
✗ 'Coordinated with clients' shows no ownership or metric. How often, how many stakeholders, what tracking system, what resolution rate?
✗ 'Survey equipment' names nothing. Trimble GPS, total station, and verification scale are real credentials that civil ATS systems and experienced reviewers recognize.
✗ Hobbies do not add value to a civil engineering resume. Replace with relevant professional affiliations (ASCE, ITE, ACEC) or continuing education hours if space allows.

✗ 'Transportation and road design' is not specific enough for civil ATS filters. No project dollar range, no regulatory standards, no tool names, no PE license referenced.
✗ 'Various transportation projects' gives ATS no project dollar value, no design scope, no standard referenced, and no tool version.
✗ 'Hydraulic analysis' without the tool (HECRAS), structure count, recurrence interval, and regulatory outcome is unscored by civil ATS filters.
✗ 'Created alignment and grading plans' lists a task, not an output. Plan sheet count, model scope, quantity accuracy, and coordination complexity are the evidence.
✗ 'Helped prepare inspection reports' shows no scope, no quality impact, and no findings. Nonconformance identification with cost avoidance evidence is strong QA/QC content.
✗ 'Completed training programs' is vague on programs, hours, and application. FE exam passage with date and discipline is a concrete credential that deserves prominent placement.
✗ Vague duties like "Responsible for", soft skills like "Hard Worker", and buzzwords like "synergistic" — no keywords for recruiters to find. This resume gets buried.

Example Resume Bullets
Ship independentlyLed roadway design for a $15M MAG-funded bike/pedestrian corridor, producing 85 plan sheets in AutoCAD Civil 3D and achieving zero agency review comments at the 90% design submittal.
Managed monthly design progress meetings with City of Tempe DOT and 3 prime consultants, tracking 12 action items per meeting with a 95% on-time resolution rate over 14 months.
Designed 3 detention pond facilities using SWMM stormwater modeling for a $22M residential subdivision, ensuring ADOT and Maricopa County flood compliance with zero post-construction drainage complaints.

Phrases That Get Civil Engineers Rejected
Listing languages isn't enough. Context matters. "JavaScript" is good; "Built REST APIs with Node.js" is hired.
Designed road infrastructure for various projects.
Jacobs and WSP both parse on Oracle Taleo, which indexes phrase pairs and weights named standards (AASHTO Green Book, MUTCD, FHWA LRFD) and tools (Civil 3D, MicroStation, HEC-RAS). 'Road infrastructure' with no standards reference and no scope produces zero scoreable tokens, so the bullet falls below the transportation-engineer filter threshold recruiters set on Taleo. A mechanical-engineer sibling would never reference AASHTO, so this anti-pattern is civil-specific.
Designed 3.2-mile arterial roadway alignment in AutoCAD Civil 3D per AASHTO Green Book and MUTCD standards, producing 90 percent PS&E package for a $14M City of Seattle reconstruction project.
John Smith, P.E.
SmartRecruiters (AECOM) and Taleo (Jacobs, WSP) both tokenize on periods as sentence-boundary signals; 'P.E.' gets split from the name and the credential never indexes against the recruiter's PE-required filter. Federal USAJobs GS-12+ rates a candidate ineligible if a valid PE license is not parseable from the application. Construction-manager siblings do not need PE so this failure mode never lands there.

Skills section laid out as a two-column table: Software | Standards (Civil 3D | AASHTO, MicroStation | MUTCD, HEC-RAS | FHWA LRFD).
Workday merges same-row cells into a single string and Taleo scrambles cell order; an 8-ATS test found 84 percent of systems fail on two-column skills tables. AECOM (SmartRecruiters), Jacobs (Taleo), and WSP (Taleo) all run the same parser families, so the entire tool plus standards keyword stack gets corrupted and the candidate fails the discipline-specific keyword match. Mechanical engineers using SolidWorks or ANSYS do not trip the AASHTO and MUTCD-heavy civil profile.
Inline single-line plain text: Software: AutoCAD Civil 3D, MicroStation, HEC-RAS, Bentley OpenRoads. Standards: AASHTO Green Book, MUTCD, FHWA LRFD, state DOT design manuals.
Worked on infrastructure projects.
NEOGOV Insight, which most state DOTs run for engineer hiring, scores on minimum-qualification keyword presence; 'infrastructure projects' with no FHWA funding signal, no IIJA reference, no project dollar value, and no discipline tag (transportation, structural, geotechnical, water resources) produces nothing for the eligibility-list ranking algorithm to index against. Manufacturing-engineer siblings do not reference FHWA so this anti-pattern only lands on civil candidates.
Managed delivery of three FHWA-funded transportation projects totaling $42M, including a $24M IIJA-funded interchange reconstruction on I-95 under Florida DOT contract.
Knowledge of relevant engineering software and codes.
USAJobs (GS-0810 series) and federal Taleo-style parsers require explicit named software and named codes for selective placement factors; an unenumerated 'relevant software' string returns zero matches on the OPM minimum-qualification rubric and the candidate fails the GS-12 PE-required filter. A hardware-engineer sibling can write 'EDA tools' generically and still match; a federal civil engineer cannot.
Proficient in AutoCAD Civil 3D 2024, MicroStation, HEC-RAS, and STAAD.Pro; design experience applying AASHTO LRFD Bridge Design Specifications, ACI 318, and AISC 360.
PE Eligible.
Workday and Taleo recruiter searches filter on the literal keyword 'PE' plus a state abbreviation; 'PE Eligible' without a date, an FE-passed signal, or a scheduled exam reads as ambiguous status, gets deprioritized below 'EIT' candidates, and falls outside the PE-track shortlist that AECOM and Jacobs senior-engineer recs flag. The mechanical-engineer sibling can succeed without PE, so the eligibility ambiguity is uniquely punishing for civil candidates.
