'Road infrastructure' with no standards reference and no scope produces zero scoreable tokens, so the bullet falls below the transportation-engineer filter threshold recruiters set on Taleo. A mechanical-engineer sibling would never reference AASHTO, so this anti-pattern is civil-specific.
