What Changed on September 27, 2025

For decades, federal job seekers were told the opposite of private-sector advice: write long, document everything, include every duty, every accomplishment, every supervisor, every hour worked. Five-page resumes were normal. Seven-page resumes were acceptable for GS-13 and above.

That era is over for most USAJOBS postings.

The new OPM guidance (effective September 27, 2025):

  1. Federal resumes for Title 5 competitive service positions are limited to two pages.
  2. HR specialists may reject resumes that exceed the limit during the initial review.
  3. Required OPM fields (hours worked, supervisor, GS level, salary) must still be present.
  4. Specialized experience must still be clearly demonstrated against the "Qualifications" section.

The goal, according to the Department of Defense civilian guidance, is to move federal hiring closer to private-sector speed while keeping the compliance fields that make federal resumes legally defensible.

What You Still Must Include (OPM Required Fields)

Here is the layout that fits cleanly on exactly two pages while keeping every OPM field.

  • Full legal name

Professional Summary (3 lines, 60 words max):

  • Mirror the "Specialized Experience" language from the announcement.
  • Include target GS level, total years of experience, 2 to 3 top competencies.

Core Competencies (2 lines, skill list format):

  • 8 to 12 keywords pulled directly from the "Qualifications" section.
  • Separate with pipes or commas, not bullets.

How to Cut 5 Pages Down to 2 Without Losing Specialized Experience

This is where most federal job seekers panic. Here is the exact editing sequence that works.

Step 1: Match the Announcement First, Then Cut

Before deleting anything, paste the USAJOBS announcement and your full-length resume into ResumeAdapter's scanner. You will see a side-by-side map of which bullets map to required "Specialized Experience" language and which are orphaned.

Step 3: Collapse Duplicate Duties Across Roles

If you have held three analyst roles, you probably wrote "conducted policy analysis" three times. Keep it once, in the most recent role, with the strongest metric.

Step 4: Cut Anything Older Than 10 Years

Unless an older role is the only place you demonstrate a required qualification, it goes. Summarize older work in a single line at the bottom of the experience section:

"Earlier experience: Policy Analyst roles at DOI (2012-2015) and EPA (2010-2012). Full history available upon request."

Step 5: Remove Generic Soft Skills

"Team player," "detail oriented," "strong communicator," "works well under pressure." Every generic phrase is real estate you could spend on a specialized experience keyword. Delete them.

Step 6: Tighten Your Education Section

Two lines per degree is plenty:

No GPA unless it is above 3.8 and you are within five years of graduation.
