Federal hiring is unlike any private-sector recruitment process. USAJOBS applications are screened by human resources specialists—not recruiters—who are legally required to match your resume language to the exact wording in the vacancy announcement. If the announcement says 'budget formulation' and your resume says 'financial planning,' you can be rated ineligible regardless of your actual experience. This is not a best practices suggestion: it is a legal compliance requirement tied to OPM hiring regulations. Federal resumes that fail to mirror the announcement's language are eliminated before a supervisor ever sees them.
The federal resume format deliberately diverges from private-sector standards. A one-page resume that would impress a Fortune 500 hiring manager will fail a GS-13 panel. Federal resumes are expected to be comprehensive—typically 3 to 5 pages—and must include hours per week, month and year for each position, supervisor contact information, and salary history.
