What Civil Engineering Hiring Managers Actually Screen for in 2026

Civil engineering hiring at firms like AECOM, Jacobs, WSP, and state DOTs is dominated by ATS filters configured for very specific technical vocabulary: project phase (planning, design, construction management, inspection), discipline (transportation, structural, geotechnical, water resources, environmental), regulatory frameworks (AASHTO, FHWA, state DOT standards), and tools (AutoCAD Civil 3D, HEC-RAS, MicroStation, Bentley). A resume that says 'designed road infrastructure' instead of 'designed 3.2-mile arterial roadway alignment in Civil 3D per AASHTO Green Book standards, producing PS&E package for City of Seattle review' will be filtered out before a project manager ever reads it.

Professional Engineering (PE) licensure is the single most important credential in civil engineering and should be in your resume header and title—not buried in a certifications section at the bottom. For PE holders, the first line recruiters verify is your license number, state, and discipline. For EIT (Engineer-in-Training) or unlicensed engineers, explicitly stating 'PE Candidate—FE passed, PE examination scheduled [date]' is significantly better than omitting the subject entirely. Many state DOT contracts require PE-of-record on every deliverable, making licensure a hard filter for senior roles.

Construction cost, schedule, and QAQC metrics are the business language of civil engineering that separates high-value resumes from technical lists. 'Provided construction oversight' describes a duty. 'Served as resident engineer on a $24M FHWA-funded interchange improvement, managing 6 prime contractor submittals per month, resolving 38 RFIs within 5 business days, and delivering the project 3 weeks ahead of schedule with zero punchlist items at final inspection' is evidence. Public-sector civil engineers should also highlight NEPA compliance, environmental permitting, and federal funding program experience (FHWA, TIGER, BUILD grants), which are highly valued by state and federal agencies.

Ship independently

Led roadway design for a $15M MAG-funded bike/pedestrian corridor, producing 85 plan sheets in AutoCAD Civil 3D and achieving zero agency review comments at the 90% design submittal.

Managed monthly design progress meetings with City of Tempe DOT and 3 prime consultants, tracking 12 action items per meeting with a 95% on-time resolution rate over 14 months.

Designed 3 detention pond facilities using SWMM stormwater modeling for a $22M residential subdivision, ensuring ADOT and Maricopa County flood compliance with zero post-construction drainage complaints.

Phrases That Get Civil Engineers Rejected

Listing languages isn't enough. Context matters. "JavaScript" is good; "Built REST APIs with Node.js" is hired.

Designed roadways and transportation infrastructure.

Civil engineering ATS systems filter for project dollar value, road mileage, lane counts, applicable standards (AASHTO, MUTCD), and software (Civil 3D, MicroStation). 'Designed roadways' matches none of these filters.

Designed 4.8-mile arterial widening project (4-lane to 6-lane) in AutoCAD Civil 3D per AASHTO Green Book standards, producing a 120-sheet PS&E package for $32M ADOT construction contract.

Familiar with FHWA regulations and federal design standards.

'Familiar with' is the weakest possible framing in a technical field. Hiring managers need to know which regulations you have applied, in what role (designer, reviewer, or PE-of-record), and at what project dollar scale.

Applied FHWA MUTCD, PROWAG, and AASHTO Green Book standards as PE-of-record on 6 federally funded transportation projects ranging from $8M to $32M in construction value.

PE license pending.

'Pending' gives no timeline and no evidence of progress. If you have passed the FE exam, say so. If you have scheduled the PE exam, give the date. Ambiguity about licensure status creates doubt.

FE Exam: Passed (Civil, Oct 2023). PE Examination: Scheduled June 2026. Eligible for PE licensure in AZ and CA upon exam passage.

Managed multiple projects simultaneously and delivered on time.

'Multiple projects' and 'delivered on time' contain no specifics. How many projects, what dollar values, what deadlines, and what on-time rate? Every civil PM claim needs numbers.

Simultaneously managed design deliverables for 4 active transportation projects totaling $78M in construction value, maintaining 94% on-time submittal rate across 18 months.

Experience with drainage and hydraulic design.

'Experience with' is passive. Civil ATS systems look for specific software (HEC-RAS, SWMM), design standards (ADOT Drainage Design Guidelines, FEMA NFIP), and structure types (culverts, detention ponds, channels).

Performed HEC-RAS hydraulic analysis for 8 culvert crossings and 3 detention pond designs on 2 corridor projects, ensuring 100-year flood compliance per ADOT Drainage Design Guidelines.

Worked on public works projects for local municipalities.

'Public works projects' is too broad. Name the municipality, the project type, the federal or state funding program, and the construction value. Funding source (FHWA, CDBG, BUILD grants) is a searchable ATS keyword for government-facing firms.

Designed 1.2 miles of urban reconstruction for City of Phoenix (CDBG-funded, $5.8M) including ADA ramps, signal modifications, and SWMM stormwater model—received agency final approval without revision.
